Imo Govt Bans Nursery, JSS 3 Graduation Parties

The Imo State Government has announced a ban on graduation ceremonies for Nursery and Junior Secondary School (JSS3) students, citing concerns over the growing financial burden such events place on parents.

The new policy, issued through a memo dated August 15, 2025, was signed by the Commissioner for Education, Prof. Bernard Ikegwuoha, and takes immediate effect. According to the directive, only Primary 6 and Senior Secondary School 3 (SSS3) students are permitted to hold graduation ceremonies, in line with Nigeria’s 6-3-3-4 education system.

“The Ministry is committed to providing quality and functional education to all students in the state,” Prof. Ikegwuoha stated. “Graduation ceremonies and parties for Kindergarten, Nursery, and JSS3 students are hereby abolished. This policy ensures focus on academic achievements at the completion of primary and secondary education cycles.”

The Commissioner further addressed what he described as the exploitative practice of annual textbook changes in private and faith-based schools, stressing that the move was compounding the financial stress faced by parents. He directed that approved textbooks must be used for a minimum of four years, allowing siblings and other students to reuse them.

“Proprietors are warned to desist from frequent textbook changes,” Ikegwuoha said. “Adopting the approved list for four years promotes stability, reduces costs for parents, and enhances a consistent learning environment.”

The government explained that the dual measures are aimed at creating a more efficient, stable, and financially sustainable education system across the state. By eliminating unnecessary ceremonies and reducing the pressure of yearly book replacements, the Ministry hopes to shift attention back to learning outcomes rather than expensive social activities.

Education stakeholders and parents in Imo are expected to comply with the directive as enforcement begins this academic session.
